10. Paragraph 2 of section 1 does not apply to a candidate to whom a diploma equivalence or a training equivalence has been granted by the board of directors in accordance with the standards set under paragraph c of section 93 of the Code and whose level of knowledge is equivalent to that attained by a candidate referred to in section 9.
